Ghana Government Approves 9% Salary Raise for Public Sector & Increases Minimum Wage to GH₵21.77 (2025)

In a significant development, the government has announced a 9% salary hike for all public sector employees, effective for the 2026 fiscal year. This decision, reached through extensive negotiations, aims to bring fairness and stability to the public sector wage system.

But here's where it gets controversial...

The agreement, signed on November 9, 2025, is a result of collaborative efforts between the government, represented by the Fair Wages and Salaries Commission (FWSC) and the Ministry of Finance, and organized labor. Minister of Finance, Dr. Cassiel Ato Forson, expressed gratitude for this cooperation, believing it will contribute to Ghana's economic recovery.

In his statement, Dr. Forson acknowledged the challenging times Ghana has faced with high inflation and interest rates. However, he emphasized that these indicators have shown improvement, with the government working towards further reducing inflation to ease the burden on Ghanaians.

Minister of Employment and Labour Relations, Abdul-Rashid Hassan Pelpuo, described this outcome as a testament to the government's commitment to labor, peace, and economic resilience.

Amidst these positive developments, the Accountant-General has suspended the salaries of 5,673 employees as part of a payroll audit. FWSC Chief Executive, George Smith-Graham, expressed gratitude to organized labor for their support in the recovery effort.

The Trades Union Congress (TUC), through its Secretary-General, Joshua Ansah, acknowledged workers' acceptance of the 9% raise but cautioned the government against introducing new levies or tariff hikes that could undermine the intended benefit. Ansah also emphasized the importance of honoring all commitments made during negotiations to protect workers' welfare.

In addition to the public sector salary increase, the National Tripartite Committee has agreed to a 9% upward adjustment in the national daily minimum wage. This means the minimum wage will increase from GH₵19.97 to GH₵21.77, effective from January 1 to December 31, 2026.
